JULY 3, 2018 – GENERAL MEETING
Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen, Sutton, Fischbach and Kippley. Commissioner Kippley led the Pledge of Allegiance.
MINUTES: Moved by Sutton, seconded by Fischbach to approve the Joint City/County Meeting Minutes of June 25, 2018 and the General Meeting Minutes of June 26, 2018. All members present voting aye. Motion carried.

HR REPORT: Moved by Fischbach, seconded by Hansen to approve the following Commission Assistant/HR Office Report, which includes the following personnel changes:
Authorize payment of retirement award per policy D-3 Retirement to Carol Sherman in amount of $150.00 before taxes as requirements were met.
Acknowledge resignation of Brian Marcuson, effective July 14, 2018; and further approve request to fill vacancies.
Acknowledge return of Mike Hill, full-time Deputy Sheriff from military leave of absence, effective July 2, 2018.
Amend hiring dates for Amanda Aragon, full-time Deputy Treasurer to July 9, 2018 and Lori Goldade, part-time Deputy Treasurer to July 9, 2018 (previously date of June 25, 2018 incorrect)
Approve hiring Pamela McBride, full-time States Attorney Legal Secretary I, effective August 6, 2018 at $15.33 per hour; Chad Mielke, full-time Correctional Officer, effective July 2, 2018 at $16.15 per hour.

Moved by Sutton, seconded by Kippley to amend appointment date for Gene Loeschke, Director of Equalization from June 24, 2018 to June 17, 2018.
All members present voting aye. Motion carried.
LEASE AGREEMENTS: Moved by Sutton, seconded by Hansen to approve and authorize the Chair sign agreement with Jeff Wolff for lease of the Hog and Sheep Barn on July 8-9, 2018. All members present voting aye. Motion carried. Moved by Hansen, seconded by Fischbach to approve and authorize the Chair sign agreement with Mike Traxinger (Farm Safety Camp) for lease of the Expo Building and area south of the Beef Barn on July 10, 2018, waiving rental fee for same, subject to receiving Certificate of Insurance on July 5, 2018. Roll call vote: Commissioners Hansen-aye, Sutton-aye, Fischbach-aye, Kippley-abstain, Fjeldheim-aye. Motion carried.
INMATE TELEPHONE AGREEMENT: Moved by Hansen, seconded by Sutton to approve and authorize the Chair sign Addendum to Inmate Telephone Agreement with Consolidated Telecom, Inc (CTEL). All members present voting aye. Motion carried.
STORM SEWER: Moved by Sutton, seconded by Hansen to approve request submitted by Jacobs Construction to tie into the County storm drain inlet so the water from the newly constructed BMX parking lot is in a pipe versus draining on the surface into the manhole in the County parking area. All members present voting aye. Motion carried.
FIREWORKS PERMIT: Moved by Sutton, seconded by Kippley to approve and authorize the Chair sign the following Fireworks Public Display Permit: Bullet Sports, DBA Brown County Speedway for a Fireworks Display to be held on July 6, 2018 at the Fairgrounds Grandstand infield. All members present voting aye. Motion carried.
PHASE III PRIMATIVE CAMPGROUND PEDASTAL PROJECT: Moved by Hansen, seconded by Sutton to accept low quote, submitted by Karlen Electric, Warner, SD for labor and material to install 43 RV pedestals for the Phase III Primitive Campground Pedestal Project in amount of $31,396.36; rejecting Swanson Electric @ $31,711.00 and Muth Electic Inc @ $36,180.00. All members present voting aye. Motion carried.
ADDENDUM #1 TURN LANE IMPROVEMENTS PROJECT: Moved by Kippley, seconded by Hansen to approve Addendum #1 clarifying specifications for the 2018 Turn Lane Improvements Project. All members present voting aye. Motion carried.
APPLICATIONS FOR OCCUPANCY: Moved by Fischbach, seconded by Sutton to approve and authorize the Chair sign the following applications, submitted by James Valley Telecommunications for occupancy of Brown County Hwy #13 in Sec 35/26-T124N-R64W of the 5th P.M.; Brown County Hwy #10 in Sec 36-T124N-R64W of the 5th P.M.; Brown County Hwy #10 in Sec 35-T124N-R64W of the 5th P.M.; Brown County 10 & 13 in Sec 36-T124N-R64W of the 5th P.M., Brown County, SD to provide telecommunications. All members present voting aye. Motion carried.
P&Z: Scott Bader, P/Z Administrator asked for clarification on the 90-day period for assistance in his office. The assistant position will be re-evaluated by September 1, 2018.
EXECUTIVE SESSION: Moved by Sutton, seconded by Hansen to go into executive session to discuss contractual matters with legal counsel, per SDCL 1-25-2(3) with Chris White and Gary Vetter in attendance. The Chair declared the executive session closed, with no action taken as a result of the discussion:
