JULY 10, 2018 – GENERAL MEETING
Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen, Sutton, Fischbach and Kippley. Commissioner Fischbach led the Pledge of Allegiance.
MINUTES: Moved by Hansen, seconded by Fischbach to approve the Joint City/County Meeting Minutes of July 2, 2018 and the General Meeting Minutes of July 3, 2018. All members present voting aye. Motion carried.

HR REPORT: Moved by Sutton, seconded by Hansen to approve the following Commission Assistant/HR Office Report, which includes the following personnel changes:
• Approve employee classification change from Part-time JDC Correctional Officer to Full-time Correctional Officer for Alexus Storm, effective July 10, 2018 @ $16.15 per hour.
• Approve hiring Michelle Dannen as Full-time Register of Deeds Deputy, effective August 6, 2018 @ $15.14 per hour.
• Approve the following Employee Step Increases, effective July 15, 2018: Tonya Walth @ $19.94 per hour; Teresa Mann @ $18.04 per hour; Mike Janes @ $15.68 per hour; Cory Lane @ $23.38; Gale Buchanan @ $11.11 per hour.

FAIR CONTRACTS: Moved by Kippley, seconded by Fischbach to approve and authorize the Chair sign the following contracts for the 2018 Brown County Fair: Authorization letter for Romeo Entertainment Group, Inc. to serve as agent for securing entertainment at the grandstand; Kathy Sperry @ $40.00 (judge). All members present voting aye. Motion carried.
ALCOHOLIC BEVERAGE LICENSE HEARING: Moved by Sutton, seconded by Fischbach to authorize advertising a public hearing to be held in the Commissioners Chambers, Courthouse Annex, Brown County, SD on July 31, 2018 at 8:50 a.m. to consider the following application for Alcoholic Beverage License, submitted by Wagner Holdings LLC (Ron Wagner) DBA Highway 12 Liquor, 5485 Highway 12 East, Aberdeen, SD – (Outlot A SE 15-123-63, Brown County, SD). All members present voting aye. Motion carried.
UNCOLLECTIBLE TAX LIST: Moved by Sutton, seconded by Hansen to acknowledge uncollectible tax list (seven parcels), as submitted by Sheila Enderson, Brown County Treasurer. All members present voting aye. Motion carried.
INTEREST STATEMENT: Moved by Fischbach, seconded by Kippley to accept for filing the April – June 2018 Interest Statement in amount of $7,901.15, submitted by County Treasurer Sheila Enderson. All members present voting aye. Motion carried.
BOND OF INDEMNITY: Moved by Hansen, seconded by Sutton to approve and authorize the Chair sign Bond of Indemnity. All members present voting aye. Motion carried.
LF CELL 3 CONSTRUCTION PROJECT: Moved by Fischbach, seconded by Sutton to approve and authorize the Chair sign Pay Request #2 to B&B Contracting in amount of $419,281.12 for the Landfill Cell 3 Construction Project. All members present voting aye. Motion carried.
AUDITORS REPORT OF ACCOUNT: Moved by Kippley, seconded by Fischbach to approve the June 2018 Auditor’s Report of Account with the County Treasurer in total amount of $18,632,003.20 (total amount of actual cash @ $4,920.00, Cash items (bad checks) @ $80.00, US Bank @ $21,270.63, Dacotah Bank @ $11,313,600.63, Petty Cash/Change Funds @ $2,600.00, Fund Investments @ $7,289,531.94). All members present voting aye. Motion carried.
FIREWORKS PERMITS: Moved by Kippley, seconded by Fischbach to approve and authorize the Chair sign the following Fireworks Public Display Permits: Bullet Sports, DBA Brown County Speedway for a Fireworks Display to be held on July 16 and 17, 2018 at the Fairgrounds Grandstand infield; and further change date on previously approved permit for Bullet Sports from July 6 to July 13, due to weather. All members present voting aye. Motion carried.
BID – 2018 TURN LANE IMPROVEMENTS: Time and place, as advertised to open, read and consider sealed bids for the 2018 Turn Lane Improvements Project. Bids were received from B&B Contracting and Lien Transportation. Moved by Sutton, seconded by Kippley to refer bids to Dirk Rogers, Highway Superintendent for review and recommendation to be given later in the meeting. Moved by Fischbach, seconded by Sutton to award low bid, submitted by B & B Contracting Inc in amount of $359,321.93 for the 2018 Turn Lane Improvements Project; rejecting Lien Transportation & Construction in amount of $396,562.03. All members present voting aye. Motion carried.
EXECUTIVE SESSION: Moved by Hansen, seconded by Sutton to go into executive session to discuss proposed or pending litigation, per SDCL 1-25-2(3) and to discuss personnel, per SDCL 1-25-1with Chris White and Gary Vetter in attendance. The Chair declared the executive session closed, with the following action taken as a result of the discussion. Moved by Sutton, seconded by Hansen to authorize ordering a survey of the building to be purchased. All members present voting aye. Motion carried
ADJOURNMENT: Moved by Sutton, seconded by Hansen to adjourn the Brown County Commission at 10:00 a.m. All members present voting aye. Motion carried.
