Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen, Sutton, Fischbach and Kippley. Commissioner Fischbach led the Pledge of Allegiance.
MINUTES: Moved by Sutton, seconded by Hansen to approve the Joint City/County Meeting Minutes of April 30, 2018 and the General Meeting Minutes of May 1, 2018. All members present voting aye. Motion carried.

HR REPORT: Moved by Sutton, seconded by Fischbach to approve the following Commission Assistant/HR Office Report, which includes the following personnel changes:
Approve hiring Patti Marshall as part-time Benefits Specialist, effective May 14, 2018 @ $19.00 per hour.
Approve hiring Jerremias Vega and Carlos Santiago as full-time Corrections Officers, effective May 7, 2018 @ $16.15 per hour.
Acknowledge resignation of Cindy Jung, part-time Clerk in Treasurer’s Office, effective May 25, 2018; and further approve request to fill vacancy.
All members present voting aye. Motion carried.
SURPLUS PROPERTY: Moved by Hansen, seconded by Sutton to declare various items from county offices as surplus for purpose of sale at public auction to be held on May 11, 2018. Complete listing on file in the Auditor’s Office (available for public inspection (Monday – Friday, 8:00 a.m. to 5:00 p.m.). All members present voting aye. Motion carried.
WEED AND PEST GRANT: Moved by Kippley, seconded by Fischbach to approve and authorize the Chair sign Weed and Pest Grant Award Letter of Agreement for grant monies not to exceed $6,200.00 (50/50 match). All members present voting aye. Motion carried.
LEASE AGREEMENT: Moved by Kippley, seconded by Sutton to approve and authorize the Chair sign the following agreement: NESD Celtic Faire and Games for lease of the green space north of Centennial Village on May 19, 2018. All members present voting aye. Motion carried.
BID – COUNTY ROAD 23: Time and place, as advertised to open, read and consider sealed bids for Brown County Hwy 23 Cold Milling & Cold in-place Asphalt Recycling Project. Moved by Sutton, seconded by Fischbach to refer bid (only one received) to Dirk Rogers for review and recommendation. All members present voting aye. Motion carried. Moved by Hansen, seconded by Kippley to award bid, submitted by Midstate Reclamation, Inc (only bid received) in amount of $752,452.60, as recommended by Dirk Rogers for the Brown County Hwy 23 Cold Milling & Cold in-place Asphalt Recycling Project. All members present voting aye. Motion carried.
AG LAND ASSESSMENT DISCUSSION: Harry Pharis, Ray Larson, Jim Hundstad, Carson Strom, Travis Swisher and Bob Swisher met to discuss Ag Land Assessments. No action was taken at this time.
ADJOURNMENT: Moved by Sutton, seconded by Kippley to adjourn the Brown County Commission at 10:30 a.m. All members present voting aye. Motion carried.
