City of Columbia Council Meeting

April 10, 2018    7pm

The April 3rd meeting was rescheduled due to lack of quorum.  

CALL MEETING TO ORDER – 7:00 p.m.

ROLL CALL – Andrew Davis, Ellen Harr, Corey Mitchell, Cara Dennert  

Public attending – Jeremy Dosch

Corey Mitchell called the meeting to order.  Minutes were passed out from the March meeting.    Ellen Harr made a motion to accept the minutes as presented.  Andrew Davis seconded the motion.  All in favor – motion carried.

WARRANT VOUCHERS 

Web Water – 4100.00 and 30.68; Wolf Construction – 26,518.15 and 17,798.14; Northwestern Energy – 771.36 and 743.80 ; GDI News – 16.93;  JVT – 142.52;  Sight and Sound – 2147.96; US Treasury – 1519.48; SD Unemployment Division – 819.23;  Jeremy Dosch –489.98; Cara Dennert – 823.50; Corey Mitchell – 170.17;  Ellen Harr – 107.06; Cole Kampa – 140.00 and 197.03 and 90.53; Tyler Kampa – 107.06; Andrew Davis – 140.00;  Runnings – 16.69;  SDPAA – 3781.57; Runnings – 39.96; Double Duty Storage – 500.00

Ellen Harr made a motion to accept the vouchers as presented.  Andrew Davis seconded the motion.  All in favor – motion carried.

COMMUNITY COMMENTS - none

CORESPONDENCE – none 

UNFINISHED BUSINESS – Cole picked up park signs.  Jeremy will put them up.

Nuisances – no report

Streets – there was discussion on road drainage issues

Parks – waiting on the frost 

Lagoon/sewer – waiting on the weather

Sewer accounts – nothing new

Rubble Site – there was an inspection this past week.  They will send recommendations.

New Shop – Sheet rock is going up.  Plumbing inspector was here.  The overhead doors and the tinning should be finished this week.

NEW BUSINESS

City Council Election –There is no election this year. A petition from Ellen Harr for the 2 yr Ward Columbia City Council term was accepted as presented.  Ellen Harr was reappointed for a two year term.  Andrew Davis is not renewing his seat on the council.  The board will seek a replacement with the appointment in May.

FINANCIAL REPORT – was presented and approved.  

March 31, 2018 balances: SF - $137,963.51; GF - $135,917.88; FIT - $13,511.16

Andrew Davis made a motion to adjourn.  Ellen Harr seconded the motion.  All were in favor – meeting adjourned.
