Meeting Minutes
FEBRUARY 27, 2018 – GENERAL MEETING
Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen, Fischbach and Kippley. Commissioner Sutton was absent. Commissioner Fischbach led the Pledge of Allegiance. Chair Fjeldheim made the statement letting the general public know that the Commission does not invite random people to the meeting and any taxpayer is more than welcome to sit in on the Tuesday morning meetings.
MINUTES: Moved by Kippley, seconded by Hansen to approve the General Meeting Minutes of February 20, 2018, with the following amendment: Dennis Feickert spoke in regard to the tax assessments on behalf of Paul Dennet. All members present voting aye. Motion carried.

HR REPORT: Moved by Fischbach, seconded by Kippley to approve the following Commission Assistant/HR Office Report, which includes the following personnel changes:
• Acknowledge resignation of Dispatcher Chelsey LeCompte, effective February 27, 2018 and approve request to fill vacancy.
• Approve hiring Alexus Storm, part-time Correctional Officer, effective February 28, 2018 at $13.69 per hour.
• Approve hiring Don Fischer, part-time employee in Auditor’s office for Elections, effective March 5, 2018 @ $15.41 per hour.
• Approve hiring a part-time employee for three months in the Planning/Zoning Department @ $11.43 per hour.
All members present voting aye. Motion carried.
PLATS: Commissioner Kippley offered the following Resolution: RESOLUTION #7-18. BE IT RESOLVED by the Board of County Commissioners of Brown County, SD, that the plat showing “Keatts Seventh Subdivision in the W ½ NW ¼ of Sec 23-T124N-R65W of the 5th P.M., Brown County, SD”, having been examined, is hereby approved in accordance with the provisions of SDCL 11-3, and any amendments thereof. Seconded by Commissioner Fischbach. Roll call vote: Commissioners Hansen-aye, Sutton-absent, Fischbach-aye, Kippley-aye, Fjeldheim-aye. Resolution adopted. LEASE AGREEMENT: Moved by Hansen, seconded by Kippley to approve and authorize the Chair sign the following agreement: Hub City Radio for lease of the Expo Building on March 24 – 25, 2018. All members present voting aye. Motion carried.
BID – HIGHWAY BUILDING TUCK POINT PROJECT: Time and place, as advertised to open, read and consider sealed bids for labor and material to tuck point the Brown County Highway Building, located at 3133 8th Ave NE. Bids were received from Innovative Masonry Restoration, Inc, Prior Lake, MN and CWF Concrete Masonry, Aberdeen, SD. Moved by Fischbach, seconded by Kippley to refer all bids to Judy Dosch, Maintenance Supervisor for review and recommendation. All members present voting aye. Motion carried.
BID – GRAVEL MATERIAL: Time and place, as advertised to open, read and consider sealed bids for furnishing Gravel Material. Bids were received from Behnke Sand & Gravel, LG Everist, Hanlon Brothers, HF Jacobs & Son Construction, Hall Sand and Gravel. Moved by Hansen, seconded by Kippley to award all bids on Gravel Material based on location and availability, as per tabulation sheet on file in the Auditor’s Office (available for public inspection Monday – Friday, 8:00 a.m. to 5:00 p.m.). All members present voting aye. Motion carried.
BID – ROAD OIL: Time and place as advertised to open, read and consider bids for Asphalt Road Oil for 2018 Highway Department Projects. Moved by Kippley, seconded by Fischbach to accept bid, submitted by Jebro (only bid received), as follows: CSS 1H @ $464.57 per ton; MC-70 @ $740.69 per ton; MC-3000 @ $545.69 per ton. All members present voting aye. Motion carried.
BID – ASPHALT CONCRETE PLANT MIX: Time and place, as advertised to open, read and consider sealed bids for furnishing and delivery of Asphalt Concrete Plant Mix. Bids were received from Aberdeen Asphalt and Lien Transportation. Moved by Kippley, seconded by Fischbach to award both of the bids, purchasing various quantities based on availability and location: Aberdeen Asphalt – Hot Mix Class D Type II (1/2 inch) in amount of $58.00 per ton, Hot Mix Class D Type I (3/4 inch) in amount of $58.00 per ton, Cold Mix Class D Type II (1/2 inch) in amount of $90.00 per ton, Cold Mix Class D Type I (3/4 inch) in amount of $90.00 per ton; Lien Transportation – Hot Mix Class D Type II (1/2 inch) @ $55.00 per ton and Hot Mix Class D Type II (3/4 inch) @ $55.00 per ton. All members present voting aye. Motion carried.
BID – RENTAL OF EQUIPMENT: Time and place, as advertised to open, read and consider bids for furnishing Full/Bare Operation Rental Services of Gravel Trucks and Road Machinery for construction and maintenance repairs on Brown County Road Projects for year 2018. Bids were received from Aberdeen Asphalt; Kevin Bourdon Trucking; Hanlon Brothers; HF Jacobs & Son Construction; Lien Transportation; Webster Scale; RDO; Loiseau. Moved by Fischbach, seconded by Hansen to refer all bids on Rental of Equipment to Dirk Rogers, Highway Superintendent for tabulation and recommendation. All members present voting aye. Motion carried.
BID AWARD LIVE BOTTOM TRAILER: Time and place, as advertised to open, read and consider sealed bids for furnishing and delivery of one (1) used Live Bottom Trailer for the Highway Department. Moved by Hansen, seconded by Fischbach to award bid to Sheehan Equipment (only bid received) for one used 2017 Etnyre Model LB Falcon Live Bottom Trailer in amount of $49,256.72. All members present voting aye. Motion carried
BID – BROWN COUNTY 14N RECONSTRUCTION PROJECT: Time and place, as advertised to open, read and consider sealed bids for the Brown County 14N Reconstruction Project. Addendum’s #1 and #2 were acknowledged by all bidders. Moved by Fischbach, seconded by Hansen to award low bid, submitted by Reede Construction Inc for Brown County 14N Reconstruction Project, per project specifications in amount of $141,609.50; rejecting the following bids: H.F. Jacobs & Son Construction Inc in amount of $154,985.24; Lien Transportation in amount of $154,449.50; Dahme Construction in amount of $147,562.75. All members present voting aye. Motion carried.
LOAD LIMITS: Dirk Rogers, Highway Superintendent stated the earliest date load limits would be implemented was March 6, 2018, but based on the ten day weather forecast this is not likely to happen.
DPM ANNUAL REPORT: Sue Gates, Dacotah Prairie Museum Director presented the 2017 DPM Annual Report.
RECORDING DOCUMENTS ONLINE: Register of Deeds Carol Sherman and Deputy Register of Deeds Robert Nichols announced that the online solution to file and record documents with the Register of Deeds Office via the Internet has been activated; and distributed a flier that will be sent to potential customers’ out lining the procedures for using the system.
PAYROLL CONTRACT: Moved by Hansen, seconded by Kippley to approve and authorize the Chair sign Contract with RAM Housing Specialists, Inc. for payroll services. All members present voting aye. Motion carried.
EQUIPMENT PURCHASE: Moved by Hansen, seconded by Kippley to authorize the purchase of portable computer units (Surfaces) for the Planning/Zoning Board members. All members present voting aye. Motion carried.
ADJOURNMENT: Moved by Kippley, seconded by Hansen to adjourn the Brown County Commission at 10:28 a.m. All members present voting aye. Motion carried.
