APRIL 9, 2024 – GENERAL MEETING

Meeting called to order by Chairman Sutton at 8:45 A.M. in the Commission Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Dennert, Fjeldheim, Gage, Sutton, and Wiese. Commissioner Gage led the Pledge of Allegiance.  

APPROVAL OF AGENDA: Commissioner Gage moved to approve the agenda, seconded by Wiese. All members present voting aye. Motion carried.

OPPORTUNITY FOR PUBLIC COMMENT: None

PLANNING GROUP – FACILITY USE AGREEMENT: Kelsi Vinger, State’s Attorney Grant Coordinator met with the Commission to update them on Oyate Court ask them to approve the Facility Use Agreement with St. Mark’s Episcopal Church. Kelsi shared that previously they were working with an organization out of Rapid City, now they have a buy-in from Northern State University (NSU) and they are helping to get this project off the ground, and this will help keep the grant funds local and more cost effective. They developed a Facility Use Agreement with St. Mark’s Episcopal Church; they have a basement area that they would lease to them to hold so they can host Oyate Court and other programming on Saturdays for youth that are engaged in the program. Moved by Commissioner Wiese, seconded by Fjeldheim to approve and authorize Chairman Sutton to sign the Facility Use Agreement with St. Mark’s Episcopal Church for the purpose of Oyate Court Council and programming. All members present voting aye. Motion carried.

LOCAL EMERGENCY MANAGEMENT PERFORMANCE GRANT (LEMPG): Moved by Commissioner Wiese, seconded by Fjeldheim to approve and authorize Chairman Sutton to sign the 2nd Quarter Report for LEMPG Grant.  All members present voting aye.  Motion carried.

TRAVEL REQUESTS: Moved by Commissioner Wiese, seconded by Gage to approve the following travel request: Dirk Rogers, Highway Dept. to attend NACE Meeting on April 14-19, 2024 in Riverside County, CA. All members present voting aye. Motion carried.

OTHER BUSINESS: Chairman Sutton informed the Commission he received a letter from Men’s Health Network asking them to issue a proclamation naming June as Men’s Health Month. Auditor Heupel was asked to put it on the agenda for next week’s meeting to discuss.

EXECUTIVE SESSION: Moved by Commissioner Wiese, seconded by Dennert to go into Executive Session for Personnel per SDCL 1-25-2. All members present voting aye. Motion carried. The chair declared the executive session closed with no action taken.

HR REPORT: Moved by Commissioner Fjeldheim, seconded by Wiese to approve the following Human Resource Report submitted by Human Resources Director, Allison Tunheim:

• Acknowledge adjusted effective date for Makayla Jenniges, Brown County Jail Sergeant, FT – effective April 05, 2024.

• Approve the hiring of Derek Hoefert as Brown County Deputy Sheriff, FT; starting wage $26.59/hr. – effective April 15, 2024.

• Approve the hiring of Ava Wienk as Brown County Fair Board Intern, FT; starting wage - $13.00/hr. – effective May 13, 2024.

• Transfer of Mary Jane Lunzman from Brown County Jail/JDC Blood Draw, PRN to Brown County Jail Detention Officer, PT; starting wage $21.29/hr. – effective April 4, 2024.
