SD day care provider pleads guilty in child death
• SIOUX FALLS, S.D. (AP) -- A former Sioux Falls day care provider has pleaded guilty to misdemeanor child neglect in the case of an infant who died in her home. • Four-month-old Meredith Ulmer died on June 30, 2011. Authorities say 53-year-old provider Constance Edwards had taken nine children to a water park that day and left 15 others including Ulmer in the care of two teenage girls. • Edwards also pleaded guilty to lying to police about how many children she had in her care. The number was more than allowed by the city. • She faces up to 10 days in jail, a $2,000 fine and a ban on operating a day care under terms of her plea agreement with prosecutors that drops a felony child abuse charge. •
SD lawmakers begin look at development programs
• PIERRE, S.D. (AP) -- A South Dakota legislative panel is holding its first hearing on the state's economic development agency and its involvement in issues related to a failed beef packing plant. • The Government Operations and Audit Committee will review two reports from private auditing firms and one from the state Department of Legislative Audit. • Those reports found flaws in some financial procedures and the handling of documents by the Governor's Office of Economic Development. • Gov. Dennis Daugaard ordered the reviews after finding about alleged misconduct in the development agency before he took office in 2011. A federal investigation also is being conducted into the failed Northern Beef Packers plant in Aberdeen and the use of the federal EB-5 program, in which foreign investors can secure permanent residency in exchange for $500,000 investments. •
