SD lawmakers prepare to pass new state budget
• PIERRE, S.D. (AP) -- The South Dakota Legislature is working to pass a state budget before the main run of this year's legislative session ends Friday. • The Joint Appropriations Committee has delayed making amendments to the $4.1 billion budget until the panel can determine how much is available to spend for the operation of state government in the budget year beginning July 1. That's because other bills being considered by the Legislature also will spend money. • The Appropriations Committee plans to meet Thursday to begin putting the final touches on the budget bill. But lawmakers say the budget won't be ready for consideration by the House and Senate until Friday, the final day of the main run of the session. • The Legislature returns March 25 to consider vetoes issued by Gov. Dennis Daugaard. •
Legislative panel tackles economic development
• PIERRE, S.D. (AP) -- A negotiating committee plans to hammer out proposed changes to a comprehensive bipartisan economic development plan on the penultimate day of South Dakota's main legislative session. • Building South Dakota would be funded on an ongoing basis by a portion of the contractors' excise tax collected on large projects and some of the unclaimed property that the state receives from abandoned bank accounts. • But proposed changes to the bill supported by Republicans and Democrats would kick start the effort with $7 million from the state's general fund. • The amendment would also add a safety valve that would withhold spending if projected ongoing revenues would be insufficient to fund education, Medicaid and state employee costs. • The changes would need to be approved by both chambers. •
