SD lawmakers look at teen driving safety measures
• PIERRE, S.D. (AP) -- A South Dakota legislative panel is looking at a proposal that would prohibit beginning drivers from using cellphones while behind the wheel. • The proposal is part of a package of bills recommended by a task force that was created a year ago by the Legislature. The Senate Transportation Committee is holding hearings on the measures Monday. • One measure would prohibit those with instruction or restricted permits from using cellphones or other electronic devices while driving. • Another bill would set up a coordinated drivers' education system with statewide standards for course content, instruction, testing and certification of instructors. • Officials say South Dakota has one of the nation's highest rates of fatal crashes among young drivers. •
SD man pleads guilty to distributing painkiller
• SIOUX FALLS, S.D. (AP) -- A South Dakota man accused of illegally distributing a powerful painkiller has pleaded guilty in federal court. • Ashley Cottier, of Martin, is charged with distribution of a controlled substance. The charge carries a maximum penalty of 20 years in prison. • Federal authorities say Cottier distributed Fentanyl, a powerful synthetic drug used for pain management, on June 6, 2012. • Sentencing is scheduled for May 7. •
