Election signs banned in SD highway rights of way

• PIERRE, S.D. (AP) -- The South Dakota Transportation Department is reminding people that political campaign signs cannot be placed in the right of way along state highways.
• The department's legal counsel, Bill Nevin, says election signs are now being placed along South Dakota's roads in advance of the Nov. 6 election. But he says such signs must be placed outside the right of way and in locations that will not create safety hazards.
• Nevin says a right of way is reserved for official highway signs. All signs in the right of way that are not required for traffic control are prohibited and will be removed.
• The ban on political signs in highway rights of way applies to signs for candidates and ballot issues.

First of 4 services to honor Means is Wednesday

• KYLE, S.D. (AP) -- The first of four ceremonies to honor the life of former American Indian Movement activist Russell Means will be Wednesday on the Pine Ridge Indian Reservation.
• Means died Monday morning at his home on the Pine Ridge reservation after battling cancer. He was 72. A onetime leader of the American Indian Movement, Means called national attention to the plight of impoverished tribes and often lamented the waning of their culture. Even after leaving AIM in the 1980s, he was still a cultural presence, appearing in several movies.
• Wednesday's service will be at the Little Wound High School in Kyle. Three other ceremonies are scheduled for next year.
• Means' ashes are expected to be scattered in the Black Hills of South Dakota on Thursday.

Fair association to break ground on new building

• SIOUX FALLS, S.D. (AP) -- The Sioux Empire Fair Association will break ground on a new multipurpose building on Wednesday.
