SD lets Keystone end pipeline construction bonds
• PIERRE, S.D. (AP) -- State regulators have agreed to let TransCanada Keystone cancel $15 million in bonds it had posted to cover any damage to roads and bridges while it was building a crude oil pipeline across eastern South Dakota.
