Meeting Minutes

JULY 31, 2018 – GENERAL MEETING

Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD.  Present were Commissioners Hansen, Sutton and Fischbach.  Commissioner Kippley was absent.  Commissioner Fischbach led the Pledge of Allegiance.   

MINUTES:  Moved by Hansen, seconded by Sutton to approve the Joint City/County Meeting Minutes and the General Meeting Minutes of July 24, 2018.  All members present voting aye.  Motion carried.

HR REPORT: Moved by Hansen, seconded by Sutton to approve the following Commission Assistant/HR Office Report, which includes the following personnel changes:

Approve hiring Cody Martens as full-time Dispatcher, effective August 13, 2018 @ $16.46 per hour.

Approve hiring Meagan Hale as full-time Corrections Officer, effective July 31, 2018 @ $16.15 per hour.

Amend start date for Pamela McBride, full-time States Attorney Secretary to August 1, 2018.

Approve hiring the following temporary employees for the Fair, effective August 13, 2018: Jan Erickson, Mavis Kempf, Julie VanDover, Donna Helm and Marie VanOuden @ $14.18 per hour; Julie Hammer @ $14.50 per hour; Holly Vensel, April Fryer and Lynsee Briese @ $14.00 per hour.  

All members present voting aye.  Motion carried.

GRANT AGREEMENT: Moved by Sutton, seconded by Hansen to approve and authorize the Chair to sign Grant Agreement with the SD Department of Health for the purpose of enhancing Brown County’s mosquito control efforts, effective July 1, 2018 – June 30, 2019 in amount of $16,750.00.  All members present voting aye.  Motion carried.

DISINTERMENT PERMIT: Moved by Hansen, seconded by Fischbach to acknowledge and accept Notice of Disinterment Permit (Riverside Cemetery to Riverside Memorial Park Cemetery) affecting Brown County from the SD Department of Health Vital Records.  All members present voting aye.  Motion carried. 

LEASE AGREEMENT: Moved by Sutton, seconded by Hansen to approve and authorize the Chair sign agreement, submitted by Stutsman Harley Davidson for lease of one (1) stage for outdoor concert, effective July 28, 2018.  All members present voting aye.  Motion carried.

FAIR CONTRACTS: Moved by Fischbach, seconded by Sutton to approve and authorize the Chair sign the following contracts for the 2018 Brown County Fair: Jack’s Camper’s @ $1,790.00 (two back stage campers); Crossroad Station LLC @ 3,000.00 (entertainment); Frederick Vet Clinic and Groton Vet Clinic @ four general admission package tickets each (veterinary services).  All members present voting aye.  Motion carried. 

LOTTERY PERMIT: Moved by Fischbach, seconded by Sutton to approve application, submitted by the Brown County Democrats for lottery to be held at the Brown County Fair on August 19, 2018.  All members present voting aye.  Motion carried.

LIQUOR LICENSE PUBLIC HEARING: Time and place, as advertised for public hearing to consider application for Retail (on-sale) Liquor License.  Moved by Hansen, seconded by Sutton to approve application for Retail (on-sale) Liquor License, submitted by Wagner Holdings LLC (Ron Wagner) DBA Highway 12 Liquor, 5485 Highway 12 East, Aberdeen, SD (Outlot A in the SE ¼ of Sec 15-T123N-R63W of the 5th P.M., Brown County, SD).   All members present voting aye.  Motion carried.

BCCHC REPORT: DeAnna Harber presented the Brown County Community Health Center Report for April – June 2018.

APPLICATIONS FOR OCCUPANCY: Moved by Fischbach, seconded by Hansen to approve the following applications, submitted by Northern Electric for occupancy of Brown County 14 in the SE ¼ of Sec 9-T121N-R63W; Brown County 10 in the SE ¼ of Sec 11-T121N-R64W; Brown County 23 in the SE ¼ of Sec 31-T122N-R63W of the 5th P.M., Brown County. SD to provide primary electrical service.  All members present voting aye.  Motion carried.  Motion carried.  Moved by Sutton, seconded by Fischbach to approve the following application, submitted by Midco/Haider Construction for occupancy of Brown County 14W in Sec 36-123N-R64W of the 5th P.M., Brown County, SD to provide telecommunications.  All members present voting aye.  Motion carried.

BID CONTRACT– 2018 TURN LANE IMPROVMENTS PROJECT:  Moved by Sutton, seconded by Hansen to approve and authorize the Chair sign Contract Agreement with B &B Contracting, Inc for the Brown County 2018 Turn Lane Improvements Project.  All members present voting aye.  Motion carried.

ADJOURNMENT: Moved by Fischbach, seconded by Sutton to adjourn the Brown County Commission at 9:36 a.m.  All members present voting aye.  Motion carried.
