MAY 29, 2018 – GENERAL MEETING
Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen, Sutton and Kippley. Commissioner Fischbach was absent. Commissioner Kippley led the Pledge of Allegiance.
MINUTES: Moved by Sutton, seconded by Kippley to approve the General Meeting Minutes of May 22, 2018, with the following correction to the Employee Health Insurance: Wage Works FSA administration fee decreased from $5.25 to $4.75. All members present voting aye. Motion carried.

LOTTERY APPLICATION: Moved by Hansen, seconded by Sutton to approve and authorize the Chair sign the following application: Richmond Lake Association for a lottery to be held at Anchors Away on June 30, 2018. All members present voting aye. Motion carried.
LEASE AGREEMENTS: Moved by Kippley, seconded by Sutton to approve and authorize the Chair sign the following agreements: Aberdeen Area Horseman’s Association for lease of the Akkerman Open Horse Arena on June 3rd, June 24th, July 15th and August 5th, 2018; Aberdeen Police Department for lease of the Richmond Lake Youth Camp on August 20th – 23rd, 2018. All members present voting aye. Motion carried.
Moved by Kippley, seconded by Sutton to approve and authorize the Chair sign the following agreement: Web Water for lease of the Richmond Lake Youth Camp on July 28, 2018 with permission to serve alcoholic beverages. Roll call vote: Commissioners Hansen-abstain, Sutton-aye, Fischbach-absent, Kippley-aye, Fjeldheim-aye. Motion carried.

All members present voting aye. Motion carried.
APPLICATIONS FOR OCCUPANCY: Moved by Sutton, seconded by Hansen to approve and authorize the Chair sign the following applications submitted by Northern Valley Communications for occupancy of Brown County Hwy #10 (387th Ave) in Sec 35–T124N-R64W and Brown County Hwy #13 (130th Street) in Sec 36-T124N-R64W, to provide telecommunications. All members present voting aye. Motion carried.
EQUIPMENT UPGRADE: Moved by Kippley, seconded by Hansen to approve Kent Jones, Communications Director, to purchase HigherGround Hardware Refresh to upgrade the Communication department voice logging recorder system from Commercial Electronics in the amount of $18,905.00. All members present voting aye. Motion carried.
EXECUTIVE SESSION: Moved by Kippley, seconded by Sutton to go into executive session for contractual matters and consulting with legal counsel, per SDCL 1-25-2(3) with Chris White and Gary Vetter in attendance (Judy Dosch joined session later). The Chair declared the executive session closed, with no action taken as a result of the discussion.
ADJOURNMENT: Moved by Hansen, seconded by Sutton to adjourn the Brown County Commission at 9:37 a.m. All members present voting aye. Motion carried.
