Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen, Sutton, Fischbach and Kippley. Commissioner Sutton led the Pledge of Allegiance.

HR REPORT: Moved by Fischbach, seconded by Sutton to approve the following Commission Assistant/HR Office Report, which includes the following personnel changes:
Acknowledge the following resignations: Roy (Casey) Oberle, effective June 15; Andrea Merrell, effective June 7; Jessica Rychlik, effective June 22, 2018; and further approve request to fill vacancies.
Authorize payment of retirement award per policy D-3 Retirement for Sandy Green in amount of $150.00 before taxes as requirements have been met.
Approve compensation for Kay Fredrick and Bonnie Fischer @ $15.41 (from $15.00 per hour) as Absentee Vote Center Officials.

LF CELL 3 CONSTRUCTION PROJECT: Moved by Sutton, seconded by Hansen to approve and authorize the Chair sign Pay Request #1 to B&B Contracting in amount of $367,012.62 for the Landfill Cell 3 Construction Project. All members present voting aye. Motion carried.
FAIR CONTRACTS: Moved by Kippley, seconded by Sutton to approve and authorize the Chair sign the following contracts for the 2018 Brown County Fair: ShowClix - for lease of hardware @ $800.00; NB Golf Cars – for rent of golf cars @ $17,700.00. All members present voting aye. Motion carried.
AGREEMENT: Moved by Hansen, seconded by Kippley to approve and authorize the Chairman to sign cooperative agreement with Aberdeen School District 6-1 to establish an educational program for youth placed in the Juvenile Detention Center, effective July 1, 2018 through June 30, 2019. All members present voting aye. Motion carried.
BID AWARD NOTICE– BC 23 COLD MILLING PROJECT: Moved by Kippley, seconded by Sutton to approve and authorize Highway Superintendent Dirk Rogers sign Notice of Award to Midstate Reclamation SD, LLC for the Brown County Hwy 23 Cold Milling & Cold In-place Asphalt Recycling Project. All members present voting aye. Motion carried.
FIREWORKS PERMIT: Moved by Kippley, seconded by Sutton to approve and authorize the Chair sign application for a Fireworks Public Display Permit, submitted by Kent Larson – Richmond Lake Association for display to be held on The Point at Richmond Lake on July 3, 2018. All members present voting aye. Motion carried.
SURPLUS PROPERTY: Moved by Hansen, seconded by Kippley to declare (1) one Fellows paper shredder P70CM (VSO) surplus for disposal at the Brown County Landfill. All members present voting aye. Motion carried.
AUDITORS REPORT OF ACCOUNT: Moved by Hansen, seconded by Fischbach to approve the May 2018 Auditor’s Report of Account with the County Treasurer in total amount of $23,366,214.15 (total amount of actual cash @ $3,891.91, Cash items (bad checks) @ $1,108.09, US Bank @ $16,727.66, Dacotah Bank @ $16,052,358.30, Petty Cash/Change Funds @ $2,600.00, Fund Investments @ $7,289,528.19). All members present voting aye. Motion carried.
LEASE AGREEMENTS: Moved by Sutton, seconded by Kippley to approve and authorize the Chair sign the following agreements: Aberdeen Roller Girlz for lease of the Expo Building for practice sessions from April 1, 2018 – October 1, 2018; North Plains Baptist Church for lease of the Richmond Lake Youth Camp on June 25 - 30, 2018. LOTTERY APPLICATION: Moved by Hansen, seconded by Sutton to approve and authorize the Chair sign the following application: Stratford Community Theater for a lottery to be held at the Stratford Community Theater on June 29, June 30th and July 1st, 2018. All members present voting aye. Motion carried.
NACO CREDENTIALS: Moved by Hansen, seconded by Sutton to authorize the Chair sign NACO Credentials Certificate for Gary Vetter to represent Brown County at the upcoming NACO Convention to be held in Nashville, TN. All members present voting aye. Motion carried.
RELEASE OF LIEN: Moved by Sutton, seconded by Hansen to approve and authorize the Chair sign Release of Lien, in conjunction with Resolution #27-18, as payment stipulated in said resolution has been received by the Brown County Treasurer (Receipt #44141). All members present voting aye. Motion carried.
ORD 119 – FIRST READING: Moved by Sutton, seconded by Hansen to approve First Reading of Ordinance #119, An Ordinance to amend Title 4 – Zoning, Second Revision Brown County Ordinances, to rezone the following described property from its present zoning designation of Chapter 4.06 (AG-P) Agricultural Preservation District to Chapter 4.07 (M-AG) Mini-Agricultural District: N ½ of Levey’s Outlot 1 in the SE ¼ of Sec 24-T123N-R65W of the 5th P.M., Brown County, SD. (13351 382nd Ave). All members present voting aye. Motion carried.
AVERA ADDICTION CARE CENTER: Avera Addiction Care Center Clinical Manager Julie Pfeifer and Karen Hofer presented statistics and related information in regard to the 2019 Avera Addiction Care Center Budget request.
DEPUTY REGISTER OF DEEDS POSITION: Moved by Kippley, seconded by Hansen to approve request to advertise position of Deputy Register of Deeds, with the understanding that a Chief Deputy Register of Deeds will be named for 2019. All members present voting aye. Motion carried.
DIRECTOR OF EQUALIZATION APPOINTMENT: Moved by Sutton, seconded by Hansen to appoint Gene Loeschke, as Brown County Director of Equalization, effective June 24, 2018 at pro-rated annual salary of $58,939.90. All members present voting aye. Motion carried.
APPRAISER POSITION: Moved by Hansen, seconded by Fischbach to approve request to fill Appraiser position in the Director of Equalization Department. All members present voting aye. Motion carried.
VOTE CENTER OFFICIAL COMPENSATION: Moved by Kippley, seconded by Fischbach to increase the compensation for Vote Center Officials to $250.00 for Election Day from $210.00 for the day set in minutes of January 2, 2018. All members present voting aye. Motion carried.
BID – 2018 TURN LANE IMPROVEMENTS: Moved by Sutton, seconded by Hansen to authorize advertising public hearing to open, read and consider sealed bids for the 2018 Turn Lane Improvements, to be held at 8:45 A.M. on July 10, 2018 in the Brown County Commission Chambers, Courthouse Annex, Aberdeen, SD. All members present voting aye. Motion carried.
BID AWARD – AGGREGATE BASE STABILIZER: Moved by Fischbach, seconded by Kippley to award bid of $22.00 per gallon for Liquid Aggregate Stabilizer (Base One), submitted by Team Laboratory Chemical, Detroit Lakes, MN, as bid by Yankton County on February 12, 2018. All members present voting aye. Motion carried.
VSO BUDGET DISCUSSION: Aaron Walberg, Veterans Service Officer met to discuss the department’s 2019 budget request.
COURTHOUSE SECURITY EMPLOYEES: Moved by Sutton, seconded by Fischbach to approve advertising Court Security Officer positions, as follows: part-time unarmed non-certified positions @ $15.41 per hour; and part-time armed non-certified positions @ $17.41 per hour. All members present voting aye. Motion carried.
EXECUTIVE SESSION: Moved by Kippley, seconded by Sutton to go into executive session for contractual matters and consultation with legal counsel, per SDCL 1-25-2(3) with Chris White and Gary Vetter in attendance. The Chair declared the executive session closed, with no action taken as a result of the discussion.
ADJOURNMENT: Moved by Kippley, seconded by Sutton to adjourn the Brown County Commission at 10:21 a.m. All members present voting aye. Motion carried.
