Meeting Minutes

APRIL 10, 2018 – GENERAL MEETING

Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD.  Present were Commissioners Hansen, Sutton, Fischbach and Kippley.  Commissioner Fischbach led the Pledge of Allegiance.   

MINUTES: Moved by Fischbach, seconded by Kippley to approve the Joint City/County Meeting Minutes of April 2, 2018 and the General Meeting Minutes of April 3, 2018.  All members present voting aye.  Motion carried.

HR REPORT: Moved by Sutton, seconded by Fischbach to approve the following Commission Assistant/HR Office Report, which includes the following personnel changes:

Acknowledge resignation of Peter Hesla part-time Landfill Scale Operator, effective May 12, 2018 and approve Don Fischer (currently part-time in Auditor’s Office) to also work part-time at the Landfill at $15.41 (same wage), effective April 30, 2018.

Approve hiring Damian Bahr on a part-time “as needed” basis until the investigator positions have been filled and trained, effective April 9, 2018 at $24.01 per hour.

All members present voting aye.  Motion carried. 

LEASE AGREEMENTS: Moved by Kippley, seconded by Sutton to approve and authorize the Chair sign the following agreements: Maycee Albrecht for lease of the Richmond Lake Youth Camp Lodge on October 13-14, 2018 with permission to serve alcoholic beverages; Alilson Hubert for lease of the Richmond Lake Youth Camp Lodge on May 26-27, 2018; Jason Kumpf for lease of the Richmond Lake Youth Camp Lodge on September 22-23, 2018; Kathy Jensen for lease of the Club House on June 9-10, 2018 with permission to serve alcoholic beverages; Cameron Lux for lease of the Richmond Lake Youth Camp Lodge on May 5, 2018 with permission to serve alcoholic beverages.  All members present voting aye.  Motion carried.

FAIR CONTRACT: Moved by Fischbach, seconded by Sutton to approve and authorize the Chair sign the following contract for the 2018 Brown County Fair: Wrangler Team Roping for roping event in exchange for advertising, volunteers and use of arena/chutes.   All members present voting aye.  Motion carried.

UNCOLLECTIBLE TAX LIST: Moved by Hansen, seconded by Sutton to acknowledge uncollectible tax list (two parcels), as submitted by Sheila Enderson, Brown County Treasurer.  All members present voting aye.  Motion carried.

INTEREST STATEMENT: Moved by Fischbach, seconded by Kippley to accept for filing the January – March 2018 Interest Statement in amount of $8,887.63, submitted by County Treasurer Sheila Enderson.  All members present voting aye.  Motion carried.

ELECTED OFFICIALS SALARY: Moved by Sutton, seconded by Hansen to set a pro-rated annual salary of $55,000.00 for the individuals elected to the offices of Register of Deeds and Auditor during the 2018 Elections, to be effective upon individuals taking their Oath of Office.  All members present voting aye.  Motion carried.

BID AWARD RLYC LODGE ROOF: Moved by Fischbach, seconded by Kippley to award bid, submitted by Grote Roofing, Inc. in amount of $55,840.00 for labor and material for the Richmond Lake Youth Camp Lodge Roofing Project (only bid received).  All members present voting aye.  Motion carried. Moved by Kippley, seconded by Sutton to approve and authorize the Chair sign Contract with Grote  Roofing Inc. for completion of the Richmond Lake Youth Camp Lodge Roof Project.  All members present voting aye.  Motion carried.

SECURITY UPDATE: Moved by Kippley, seconded by Fischbach to approve expenditure of $1,750.11 to House of Glass for labor and material for installation of dividers between the customer windows at the Treasurer’s Office.  All members present voting aye.  Motion carried.

BENEFITS SPECIALIST POSITION: Moved by Sutton, seconded by Hansen to authorize advertising a part-time Benefits Specialist position (up to 19 ½ hours per week) salary DOE.  All members present voting aye.  Motion carried.

EXECUTIVE SESSION: Moved by Hansen, seconded by Kippley to go into executive session for personnel discussion, per SDCL 1-25-2(1) with Gary Vetter, Maxine Fischer and Sara Swisher in attendance.  All members present voting aye.  Motion carried.  The Chair declared the executive session closed, with no action taken as a result of the discussions.
