Meeting Minutes
The Groton City Council met on the above date at 7:00 pm at the Community Center for their first monthly meeting with the following members present: Blackmun, Peterson, McGannon, Glover, Babcock and Mayor Hanlon presiding. Also present were: Attorney Drew Johnson, Finance Officer Hope Block, Public Works & Water Superintendent Terry Herron, Kathy Sundermeyer, and Paul Kosel.
Randy Stanley and Dick Kolker entered the meeting at 7:05pm.
Moved by Glover and seconded by McGannon to grant the Groton Firemen a Special Event On Sale Liquor License to be used April 14, 2018. All members present voted aye.
Brenda Waage entered the meeting at 7:09pm.
The following sealed bids for the 2018 Street Resurfacing Project were opened and read aloud:
Road Guy Construction: 2.25/unit – 135,000 project cost
Jensen Rock and Sand: 1.78/unit – 106,800 project cost
Bituminous Paving: 2.25/unit – 135,000 project cost
Topkote: 1.42/unit – 85,200 project cost
Moved by Blackmun and seconded by Glover to accept the low bid, and proceed with the project. All members present voted aye.
Clean up week was announced to be May 4th through May 11th this year.
Herron left the meeting at 7:12pm.
Moved by Peterson and seconded by McGannon to adjourn into executive session for personnel and legal items 1-25-2 (1) & (3) at 7:12 pm. All members present voted aye. Council reconvened into regular session at 7:49pm.
Waage, Kolker, Stanley and Johnson left the meeting at 7:26pm.
Moved by Glover and seconded by McGannon to hire the following people for seasonal employment:
Travis Kurth-Legion coach, Bary Keith-Assistant Legion coach, Matt Locke-Softball coordinator, and Rebecca Padfield-Concessions. All members present voted aye.
The minutes were approved as read on a motion by McGannon and seconded by Peterson. All members present voted aye.

Moved by Peterson and seconded by Glover to approve Mayor Hanlon to sign the grant agreement with SD Department of Public Safety for a new generator at the Aspen lift station. All members present voted aye.
Moved by Glover and seconded by McGannon to approve Block and Lambertz to attend Heartland Load Management Workshop May 2nd and Heartland’s Annual meeting May 11th. All members present voted aye.
Moved by Glover and seconded by Babcock to adjourn the meeting at 7:55pm. All members present voted aye.
