MARCH 27, 2018 – GENERAL MEETING
Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen, Sutton and Fischbach. Commissioner Kippley was absent. Commissioner Fjeldheim led the Pledge of Allegiance.
MINUTES: Moved by Sutton, seconded by Fischbach to approve the General Meeting Minutes and Special Meeting Minutes (Ag Assessments) of March 20, 2018. All members present voting aye. Motion carried.

HR REPORT: Moved by Sutton, seconded by Fischbach to approve the following Commission Assistant/HR Office Report, which includes the following personnel changes:
Approve hiring Nancy Clark North as part-time Planning & Zoning Assistant, effective April 9, 2018 @ $11.43 per hour.
Acknowledge resignation of Mike Arnoldy, effective March 26, 2018 and approve request to fill vacancy.
Acknowledge the following miles driven and amount to be taxed for personal use of County vehicles during the month of February 2018: Kendell Titze – 108 @ $58.86, Dirk Rogers – 703 @ $383.14, Mike Scott – 180 @ $98.10, Gary Vetter – 117 @ $63.77.
All members present voting aye. Motion carried.
LEASE AGREEMENTS: Moved by Sutton, seconded by Fischbach to approve and authorize the Chair sign the following agreements: Mosbrucker Rodeo for lease of the Expo Building on April 13-14, 2018; Susan Cybulski for lease of the Richmond Lake Youth Camp Lodge with permission to serve alcoholic beverages on July 3-5, 2018. All members present voting aye. Motion carried.
ORD 116- SET HEARING DATE: Moved by Hansen, seconded by Sutton to set public hearing for consideration of Ordinance #116, An Ordinance to amend Title 4 – Zoning, Second Revision Brown County Ordinances, to rezone the following described property from its present zoning designation of Chapter 4.06 (AG-P) Agricultural Preservation District to Chapter 4.07 (M-AG) Mini-Agricultural District: Thorson’s Outlot 2 except the East 114’ in the NW ¼ of Sec 19-T122N-R63W of the 5th P.M., Brown County, SD (38809 139th Street), to be held in the Brown County Commission Chambers, Courthouse Annex at 8:55 a.m. on April 17, 2018. All members present voting aye. Motion carried.

BID – FAIRGROUNDS HAY CUTTING: Time and place, as advertised to open, read and consider sealed bids for hay cutting on County land. Moved by Sutton, seconded by Fischbach to award bid, submitted by Rick Pigors in amount of $2,000.00 for hay cutting on approximately 24 acres located at the Brown County Fairgrounds – Lot 1 First Replat of Dahme Northview Addition, located in the SE ¼ of Sec 1-T123N-R64W of the 5th P.M., Brown County, SD; rejecting bids submitted by Harley Mohr @ $1,704.00 and Clarence Habeck @ $1,512.00. All members present voting aye. Motion carried.
ELEVATOR CONTRACT: Moved by Fischbach, seconded by Hansen to approve and authorize the Chair sign Agreement with Otis Elevator Company to furnish maintenance on 2 Otis Hydraulic Elevators (garage and jail), effective June 1, 2018 – May 31, 2023. All members present voting aye. Motion carried
BID – LANDFILL CELL 3 CONSTRUCTION PROJECT: Moved by Fischbach, seconded by Hansen to authorize advertising public hearing to open, read and consider bids for Cell #3 Construction Project at the Brown County Landfill (including base bid, Alternate #1, and Alternate #2), to be held in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD on April 17, 2018 at 8:45 a.m. All members present voting aye. Motion carried.
LANDFILL SPRING RESIDENTIAL CLEANUP: Moved by Sutton, seconded by Hansen to approve waiving fees on all material types from Residential Users only during the Spring Residential Cleanup at the Brown County Landfill, to be held from April 27 thru May 12, 2018. Tire disposal is limited to four (4) car or pickup tires per customer. No large demo projects (houses, tree belts etc) will be allowed for free. No free waste will be accepted from commercial contractors or businesses (including mobile homes). In the event circumstances beyond the control of Brown County (flood, tornado, fire, other) would occur during the FREE Cleanup period the Brown County Commission reserves the right to end the free cleanup period at such time and implement the regular fee structure. All members present voting aye. Motion carried.
EXECUTIVE SESSION: Moved by Hansen, seconded by Sutton to go into executive session to consult with attorney, per SDCL 1-25-2(3) with Chris White, Gary Vetter and Gene Loeschke in attendance; and further to discuss personnel, per SDCL 1-25-2(1) with Chris White and Gary Vetter in attendance. All members present voting aye. Motion carried. The Chair declared the executive session closed, with no action taken as a result of the discussions.
ADJOURNMENT: Moved by Hansen, seconded by Sutton to adjourn the Brown County Commission at 10:10 a.m. All members present voting aye. Motion carried.
