MARCH 20, 2018 – GENERAL MEETING

Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD.  Present were Commissioners Hansen, Sutton, Fischbach and Kippley.  Commissioner Fischbach led the Pledge of Allegiance.   

MINUTES: Moved by Sutton, seconded by Fischbach to approve the General Meeting Minutes of March 13, 2018.  All members present voting aye.  Motion carried.

HR REPORT: Moved by Fischbach, seconded by Sutton to approve the following Commission Assistant/HR Office Report, which includes the following personnel changes:

Approve hiring April Reich as first year seasonal Fairgrounds employee, effective May 1, 2018 at $11.61 per hour.

Approve hiring McKenzie Bierman as 4-H Summer Assistant, effective May 30, 2018 at $11.86 per hour.  All members present voting aye.  Motion carried. 

CONTRACT FOR HIGHWAY BUILDING TUCK POINT PROJECT: Moved by Kippley, seconded by Fischbach to approve and authorize the Chair sign Contract with Innovative Masonry Restoration LLC for completion of the Highway Building Tuck Point Project.  All members present voting aye.  Motion carried.

SHOWCLIX AGREEMENT:  Moved by Kippley, seconded by Sutton to approve and authorize the Chair sign Amendment No. 1 to the Ticketing Services Agreement with Show Clix, Inc., for purpose of processing all Credit/Debit Transactions through one source.  All members present voting aye.  Motion carried.  

CONTRACTS FOR HIGHWAY MATERIAL, SUPPLIES, EQUIPMENT RENTAL:  Moved by Hansen, seconded by Sutton to authorize the Chair sign contracts for material, supplies and rental of equipment bids for the Highway Department, as they are presented.  All members present voting aye.  Motion carried.

SPECIAL MALT BEVERAGE APPLICATION:  Moved by Hansen, seconded by Sutton to approve and authorize the Chair sign the Special Malt Beverage License Application, submitted by the Boys & Girls Club of Aberdeen Area, 1121 1st Ave SE for Bull Riding event at the Holum Expo Building on April 13 & 14, 2018 (Brown County Fairgrounds SW ¼ Sec 1-T123N-R64W – map indicating specific building on file with application).  All members present voting aye.  Motion carried.

SVAWA GRANT APPLICATION:  Moved by Sutton, seconded by Hansen to approve and authorize the Chair sign the STOP/SVAWA Grant Program Application for 6/1/2017 – 5/31/2018.  All members present voting aye.  Motion carried.

NOXIOUS WEED AND DECLARED PEST NOTICE:  Moved by Fischbach, seconded by Kippley to authorize advertising the Noxious Weed and Declared Pest Notice for 2018.  All members present voting aye.  Motion carried.

LOTTERY APPLICATION:  Moved by Sutton, seconded by Hansen to approve and authorize the Chair sign application, submitted by Seeds of Change for lottery to be held at Poet Biorefining, 40425 133rd Street, Groton, SD on April 27, 2018.  All members present voting aye.  Motion carried.

ORDINANCE #115:  Moved by Kippley, seconded by Sutton to approve Second Reading of Ordinance #115, with amendment to Section 6.0504 (change wording for clarification).  All members present voting aye.  Moved by Hansen, seconded by Fischbach to adopt Ordinance #115, An Ordinance to amend Title 6 Traffic Regulations, Second Revision Brown County Ordinances, by adding Chapter 6.05 Prohibiting the Lawful Use of Engine and Compression Release Brakes.  Roll call vote: Commissioners Hansen-aye, Sutton-aye, Fischbach-aye, Kippley-aye, Fjeldheim-aye.  Motion carried.

FAIR BOARD MEMBER APPLICATION:  Derek Ricci distributed an update to the application used for potential Fair Board members.  

COURTHOUSE SECURITY:  Moved by Sutton, seconded by Fischbach to accept quote submitted by House of Glass in amount of $4,385.16 for installation of electronic openers on the Courthouse front door.  All members present voting aye.  Motion carried.

EXECUTIVE SESSION:  Moved by Sutton, seconded by Fischbach to go into executive session to consult with attorney, per SDCL 1-25-2(3) with Chris White and Gary Vetter in attendance.  All members present voting aye.  Motion carried.  The Chair declared the executive session closed, with no action taken as a result of the discussion.

EXECUTIVE SESSION:  Moved by Kippley, seconded by Sutton to go into executive session to discuss personnel, per SDCL 1-25-2(1) with Chris White and Gary Vetter in attendance.  All members present voting aye.  Motion carried.  The Chair declared the executive session closed, with no action taken as a result of the discussion.

ADJOURNMENT:  Moved by Kippley, seconded by Sutton to adjourn the Brown County Commission at 9:55 a.m.  All members present voting aye.  Motion carried.
