Meeting Minutes

JANUARY 30, 2018 – GENERAL MEETING

Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD.  Present were Commissioners Hansen, Sutton, Fischbach and Kippley.  Commissioner Kippley led the Pledge of Allegiance.   

MINUTES: Moved by Fischbach, seconded by Kippley to approve the General Meeting Minutes of January 23, 2018.  All members present voting aye.  Motion carried.

HR REPORT: Moved by Hansen, seconded by Fischbach to approve the following Commission Assistant/HR Office Report, which includes the following personnel changes:

Approve hiring Erin Doering as part-time HR Assistant to train her replacement, effective February 5, 2018 @ $23.88 per hour.

All members present voting aye.  Motion carried. 

TAX DEED SALE: Moved by Fischbach, seconded by Kippley to authorize advertising the following described property to be offered for sale by auction in the Community Room, Brown County Courthouse Annex, on February 16, 2018 at 10:00 a.m., and further to declare property surplus for purpose of sale: Aberdeen City: Lot 4 Block 6 Boyd’s 2nd Subdivision of Block 6 Nicollet Park Addition (314 S Harrison Street); Oneota Township: 150’ South of the North 1,342.60’ of the East 130’ of the West 313’ NW ¼ Sec 13-T126N, R64W (201 3rd Street); Hecla City: Lot M-1 in NW, SE & NE SW 22-128-61 (202 Depot Street).    All members present voting aye.  Motion carried.

LOTTERY PERMIT: Moved by Sutton, seconded by Hansen to approve and authorize the Chair sign application, submitted by the Stratford American Legion for a lottery to be held at the Stratford Community Hall on February 2, 2018.  All members present voting aye.  Motion carried.

4-H/FAIR CONTRACT: Moved by Kippley, seconded by Fischbach to approve and authorize the Chair sign contract with Jim Bahr for judging the 4-H Horse Show @ $250.00 + mileage.  All members present voting aye.  Motion carried.

ABATEMENTS: Moved by Sutton, seconded by Fischbach to approve and authorize the Chair sign the following Abatements: Frederick City @ $21.95 (solid waste payable 2018) vacant; Troy Grote @ $412.19 (payable 2018), $430.09 (payable 2017), 43.61 (payable 2014) assessment error.  All members present voting aye.  Motion carried.

WAIVE INTEREST: Moved by Sutton, seconded by Kippley to authorize Sheila Enderson, Treasurer waive interest on Lot 2 Garretts Subdivision Lot 1 Hagemann 1st Subdivision SE 26-124-63, as follows: 2013 @ $16.35, 2014 @ $24.54, 2015 @ $13.92, 2016 @ $27.35 (total $82.16).  All members present voting aye.  Motion carried.

INSURANCE ENDORSEMENTS: Moved by Sutton, seconded by Hansen to approve and authorize the Chair sign General Endorsement and Governmental Liability Deductible Endorsement with coverage provided by South Dakota Public Assurance Alliance.  All members present voting aye.  Motion carried.

SURPLUS PROPERTY: Moved by Fischbach, seconded by Kippley to declare the following obsolete election equipment surplus for purpose of trade-in: 21- AutoMarks and1- 650 Tabulator Machine w/accessories (purchased with Federal HAVA Grant Funding through the Secretary of States Office).  All members present voting aye.  Motion carried.   

EQUIPMENT PURCHASE: Moved by Sutton, seconded by Hansen to approve purchase of the following equipment by Kurt Smith, Fairgrounds Superintendent: ABI Manufacturing TR3 Arena Rake @ $4,941.29 and a Ferris IS 3200Z 72” deck riding mower from Nelson Auto @ $9,000.00 (after trade of $4,699.00 for 2010 Ferris riding mower).  All members present voting aye.  Motion carried.

TMS CONTRACT: Moved by Kippley, seconded by Sutton to approve and authorize the Chair sign year 3 of 5 year contract with TMS (Theatrical Media Services, Inc) to provide sound, lighting, stage roof and 4 spotlights for Wednesday – Saturday night concerts during the 2018 Brown County Fair @ $25,000.00.  All members present voting aye.  Motion carried.

JDAI MOU: Moved by Sutton, seconded by Hansen to not authorize signatories on the JDAI Committee Memorandum of Understanding until next week.  Roll call vote: Commissioners Hansen-aye, Sutton-aye, Fischbach-aye, Kippley-nay, Fjeldheim-aye.  Motion carried.

BID DATE SET – HIGHWAY SUPPLIES/EQUIPMENT RENTAL: Moved by Kippley, seconded by Sutton to authorize advertising public hearing to open, read and consider bids for the following items:  Gravel Material at 8:50 a.m.; Road Oil at 8:55 a.m.; Hot Mix at 9:00 a.m., Rental Equipment at 9:05 a.m., to be held on February 27, 2018 (at stated times) in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD.  All members present voting aye.  Motion carried.

BID – LIVE BOTTOM TRAILER: Moved by Fischbach, seconded by Hansen to authorize advertising public hearing to open, read and consider bids for One (1) used Live Bottom Trailer; to be held on February 27, 2018 at 9:10 a.m. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD.  All members present voting aye.  Motion carried.

HIGHWAY EQUIPMENT PURCHASE: Moved by Kippley, seconded by Fischbach to approve purchase of a 2018 Semi-Tractor from Brookings County bid in amount of $119,150.  All members present voting aye.  Motion carried.

EXECUTIVE SESSION: Moved by Kippley, seconded by Sutton to go into executive session to consult with attorney, per SDCL 1-25-2(3) with Chris White and Gary Vetter in attendance; and to discuss personnel, per SDCL 1-25-2(1) Erin Doering in attendance, followed by more personnel discussion with Chris White and Gary Vetter in attendance.  All members present voting aye.  Motion carried.

The Chair declared the executive session closed, with no action taken as a result of the discussion.

ADJOURNMENT: Moved by Sutton, seconded by Kippley to adjourn the Brown County Commission at 10:25 a.m.  All members present voting aye.  Motion carried.
