JANUARY 9, 2018 – GENERAL MEETING

Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD.  Present were Commissioners Hansen, Sutton, Fischbach and Kippley.  Commissioner Fischbach led the Pledge of Allegiance.   

MINUTES:  Moved by Fischbach, seconded by Sutton to approve the Joint City County Meeting Minutes and the General Meeting Minutes of January 2, 2018.  All members present voting aye.  Motion carried.

SURPLUS PROPERTY: Moved by Fischbach, seconded by Hansen to declare scrap metal from the Highway Department and Maintenance Department surplus for purpose of sale.  All members present voting aye.  Motion carried.

ASSIGNED FUND BALANCE: Moved by Kippley, seconded by Sutton to acknowledge receipt of revenue generated at Centennial Village during 2017 in amount of $9,900.18 and further designate the $9,900.18 as assigned fund balance to finance current and future maintenance and improvements at the Fairgrounds, as per the agreement.  All members present voting aye.  Motion carried.

RLYC HAY CUTTING LEASE OPTION: Moved by Hansen, seconded by Kippley to approve and authorize the Chair sign 2017 renewal option for lease of approximately 21 acres of county hay land located at the Richmond Lake Youth Camp, located in Sec 24-T124N-R65W, Brown County, SD.  All members present voting aye.  Motion carried.

OPERATING TRANSFER: Moved by Hansen, seconded by Sutton to approve and authorize the following operating transfer from the General Fund #101-911-191 in total amount of $1,000,000.00 to Road and Bridge Fund #201-4.371 @ $1,000,000.00, as reflected in the 2018 General Fund Budget.  All members present voting aye.  Motion carried.

SHERIFF/JAIL/JDC CLOTHING POLICY: Moved by Sutton, seconded by Kippley to approve the 2018 Employee Clothing Policy, submitted by Mark Milbrandt for the Sheriff Department, Jail and JDC/HD.  All members present voting aye.  Motion carried.

COURT SECURITY: Mark Milbrandt, Tom Schmitt, Paul Sivertsen, Judy Dosch, Scott Meints and Susan Compaan met to discuss Court Security.  After discussion the following action ensued:  Moved by Fischbach, seconded by Hansen to:  1) lock all Courtrooms when not in use; 2) authorize advertising for two certified Officers and one non-certified Officer; and further state that the need for any part-time non-certified Officers will be addressed at a later date.  Roll call vote: Commissioners Hansen-aye, Sutton-aye, Fischbach-aye, Kippley-nay, Fjeldheim-aye.  Motion carried.

COURT SECURITY FUNDING: Moved by Kippley, seconded by Hansen to put the Fairgrounds Wi-Fi Project on hold and review all budgets for possible expenditure deferral for purpose of reserving cash for the possibility of a budget supplement for the Court Security Project.  All members present voting aye.  Motion carried.

CONTRACTS: Moved by Sutton, seconded by Fischbach to approve and authorize the Chair sign Agreement with Dakota Pump & Control for Annual Inspection of the Annex Pump Station in amount of $900.00 for 2018.  All members present voting aye.  Motion carried.  Moved by Hansen, seconded by Kippley to approve and authorize the Chair sign Agreement with Honeywell Building Solutions to provide equipment and services on designated automation system hardware and software in amount of $4,968.22 for 2018.  All members present voting aye.  Motion carried.  Moved by Fischbach, seconded by Sutton to approve and authorize the Chair sign Agreement with Honeywell Building Solutions to provide equipment and services on designated flex temperature control systems and on designated flex mechanical maintenances systems in amount of $21,366.93 for 2018.  All members present voting aye.  Motion carried.

MAINTENANCE PROJECTS: Moved by Sutton, seconded by Kippley to authorize Judy Dosch, Maintenance Supervisor to draft specs for Highway Tuck Pointing Project and Prime/Paint Jail Cell Project.  All members present voting aye.  Motion carried.

INVENTORY TRANSFER: Moved by Hansen, seconded by Fischbach to to approve inventory transfer of Decal #3378 2007 Chev Tahoe from the Sheriff’s Department to the Director of Equalization Department.  All members present voting aye.  Motion carried.

COURT SECURITY DISCUSSION: Susan Compaan, Court Administrator explained that various doors used in conjunction with the Courtrooms are not opened by fobs, but still need keys and requested that seven individuals be allowed to keep their keys for access to these doors.  The Board concurred.

BACKGROUND CHECK AGREEMENT: Moved by Sutton, seconded by Kippley to authorize Chair Fjeldheim sign background check agreement electronically.  All members present voting aye.  Motion carried.

EXECUTIVE SESSION: Moved by Sutton, seconded by Kippley to go into executive session to consult with attorney, per SDCL 1-25-2(3) with Chris White and Gary Vetter in attendance; and to discuss personnel, per SDCL 1-25-2(1) with Chris White, Gary Vetter and Gene Loeschke in attendance.  All members present voting aye.  Motion carried.  The Chair declared the executive session closed, with no action taken as a result of the discussion.

HR REPORT: Moved by Kippley, seconded by Sutton to approve the following Commission Assistant/HR Office Report, which includes the following personnel changes:

Acknowledge dismissal of Michael Hauke Jr, Equalization Director, effective 5:00 p.m. Friday, January 5, 2018; and further name Gene Loeschke as Interim Equalization Director until position is re-opened and filled. 

Approve the following Employee Step Increases, effective January 14, 2018: Jesse Milbrandt @ 18.84 per hour, Jackie Ormand @ $17.32 per hour.

Acknowledge the following miles driven and amount to be taxed for personal use of County vehicles during the month of December 2017: Kendell Titze – 108 @ $57.78, Dirk Rogers – 608 @ $325.28, Mike Scott – 190 @ $101.65, Gary Vetter – 109 @ $58.32.

All members present voting aye.  Motion carried. 

ASSESSMENT DISCUSSION: Gene Loeschke, Interim Equalization Director explained that all assessments in Brown County are completed in compliance with State Law and the former Director has already submitted the 2018 assessment plan to the SD Department of Revenue using the same methodology as in the past.
